I've met people who use this expression. The way I interpret it, it means that the other person has to match what you have to offer. It could be in terms of looks, education, income, or whatever dimensions matter to you. The problem I have with this expression is that it makes it sound like you're merging two companies where both are expected to have comparable assets. What I've noticed is that people who say this are usually focused on the financial aspect.
